Are you using REST step in a Test case in DevTest? If so, you can define the information in the REST Step-->Headers Tab.
Please look at the documentation at

I have not created a Virtual Service, because I cannot record the transaction, nor I have access to RR, nor WSDL, or Swager,
so I was trying to create an API Test. In my case how do you access the parameters and header information? What is the format
for a valid GET Request?

tab. The valid headers are depend on your API call and your Developer should provide you that information.

You can add headers as part of your request. Look at the screenshot below:
