When you try to do something with a package - promote, demote, check in, check out, delete version, etc, you might see an message like this:
What causes this type of message? How can this be resolved?
Answer:
Most often this happens when another user is in the middle of a long check in or check out that is still processing, or if a process involving the package hangs or crashes, leaving the package in a locked state.

You should first check with other users to see if someone is performing a check in or check out. If you find that nobody else is using the package at this time, and you just need to resolve the locked state, there is a command line utility hpkgunlk that will unlock the package.
