Why do you need support portal access to download an Eclipse plugin?  That seems needlessly silly.

Thank you for reaching out.
This download includes all binaries/executable installers for CA Harvest SCM V13.0.4 Refresh Pack Release on all supported platforms.[It also includes Eclipse plug-in]
This Refresh pack release V13.0.4 needs to be installed on the top of the CA Harvest SCM V13.0.3 Release.

Hence support portal access is required for validation of customers for downloads and to prevent unauthorized downloads.
