Remove the Process rights for the groups you don't want to be able to see them. If they have the right to run the process, they are provided the access to see the tab. Thus, if you want them to have the right to run a process, you can't remove the tab for them.

How can we hide process tab on the project layout to all users except admin and pmo security groups? If I deactivate the tab it will never appear on the page layout for all the users. However in my requirement I have to provide access on Process tab for two security groups only.
