Resource finder and Resource under Resource management

We have "Resources" and "Resource finder" under "Resource management" , what's big difference in those two?

A couple of the main differences are that the Resource section allows you to create resources while Resource Finder allows you to book resources to projects directly from the resource finder list page. One other difference to mention is what's available in the list view for these two pages. From the Resource list page, you are able to add fields such as Open for Time Entry, Track Mode, etc to review and update information for multiple resources at the same time, where Resource Finder provides information such as Availability Match and Skill match.

How to give the access to Resource finder ? I have tried from Instance level Page and Portlet, but couldn't get it.

Please help.

Resource - Navigate or Resource - External Access will give access to see Resource Finder, but the user will also need Resource - Hard Book or Resource - Edit Book to see resources on the page.

I have checked giving "Resource - Navigate" access right Globally, then the resource got access to below 3.

Resources

Resource finder
Resource Requisitions.
