    Which conditions needed to be satisfied for a transaction to have a rate under the Rate matrix.

    Is it enough to have a Rate matrix row with the dates matching the Project start and finish date.

    There is a record with same Project start and finish dates, Project ID, resource class under the rate matrix but still the **** transaction shows the error "No rate was found for this transaction".

    can it possibly be one of the columns specified in the Rate Matrix that is not meeting the condition?
    you can try using the catch all row (*) to see if that goes through
