Qualifier field just below the "Mandatory" checkbox

can enter the qualifier field (required) just below the "Required" checkbox on the Project Properties tab.
 This Qualifier would have the following options:

Legal - derived from laws, decrees or regulations;

2. Legal - from the External Control Bodies, such as TCU decisions;

3. External Control - recommendations of the External Control Organ without the force of law;

4. External Audit - External Audit;

5. Internal Control - Internal Audit, Internal Control or Risks.

What you have in the image is the subpages of the project properties and there seems to be a fair number of custom subpages.
In Clarity the subpage titles are just text so you cannot have your field in that list.
You would have to put that on a page and if there are many sections it also has to go on one of the sections.
Please provide more information: on which Subpage

Do you have a screenshot of the "Required" checkbox on the Project Properties tab?

As I understand it, in the partition that we have demand management of you, this mandatory qualifier field would have to be included in the project properties, and then in the general tab this field would have to be included below the mandatory item.
I did not find in the section properties this mandatory qualifier item, which I believe would have to be created and other information would be its sections.

I do not have Mandatory attribute in mys system so I cannot see it.
Create the static lookup with those values in your partition
Then create a attribute type lookup and associated it with the attribute.
Place it in where you need.

and click new

However the field is not bringing me any information that I can click and establish a relationship.

That looks like a text field and not associated with a lookup.
A lookup field should have the buttons for clear and search.See my Qualifier field in the properties.
Did you define it as lookup and associated it with the lookup you have created?

Your lookup seems to be OK
Then you need to create a project attribute Qualifier
Set the data type loookup
Then select the lookup you created.

Tipo de dato should be Pesquisa - Sequencia de characteres.  Now it is only Sequencia de characteres

You cannot change that. Delete the attribute and create a new attribute.
