Has anyone had this issue before?
MSP %Complete always got set back to zero when download schedule from PPM.
Issue seems happening to tasks that are between 1-99% (Started status).

For which Clarity version are you observing this? This defect was fixed in 15.4:

This KB could also help to configure MSP as the integration expects:
https://knowledge.broadcom.com/external/article?articleId=10047
Make sure that you apply any changes for "All New Projects", and if you do any change, try to reproduce the issue before/after the changes to see if there are any differences (whenever possible, do not troubleshoot with an existing project if this issue is not project-specific).

Hi Marc, what I learned this is a new defect identified in 15.7 and 15.7.1, this has been fixed in 15.8.
However, the workaround is to make sure the task has assigned to a resource then %Complete will be uploading and downloading without issue.
