The link provided above (tenant admin rights in the portal, downloads section, ODUM Utility) links to a ZIP file that contains the ODUM utility for me. Unpacking the ZIP file provides the documentation, some samples as well as a "bin" and "lib" directory that contains the code you need to send the commands to the portal. If you do not see the "bin" or the "lib" directory, make sure you anti-virus is not being overly enthusiastic and removing them when you unzip the file.

If you have access to OD Portal with tenant admin rights, you should be able to download that yourself. You can see 'ODUM Utility' in the Downloads section.
