I do not know what is the official name - I have not seen a legend of the GUI since Niku 6.02.
I usually refer to Application menu or (reasonable to refer ass Main menu if you have no admin rights) and Administration menu.
In each menu there are menu groups and the groups contain the menu links.

Under Home tab we see "Personal", "Resource management" and all - What do we call them.
