    To view "Programs" link under Home--> Portfolio Management section, which access right is responsible. Tried to add all relevant rights, but something is missing.

    ​Did you check the global rights: 'Management-Programs'? Alternately, did you provide instance level access from the program?

    There is Clarity PPM Access rights reference in the documentation

    Program Access Rights

    The following access rights are available for users who create and edit programs and subprojects:

    • Management - Programs
      Allows the user to navigate to Programs and access the programs to which they have access. This right is dependent on the user having project view or edit rights to the programs and subprojects.
      Type: Global
    That is the right you need to view and access the link.
    To access the programs listed and their details you need more rights
