Just making one change will not reflect, there are multiple place where it needs to be changed. I made a quick test by replacing all # 00000 to #CD5C5C and see my labels are coming as red instead of black.

Phoenix ui is out of box theme and i hope you tried to copy the css code and created a new theme and tried to update. If you can share the CSS you changed i can take a look and update you.
