Show inactive data in a list Filter

We are trying to build a dynamic lookup with default browsing option to show active value, and yet let the user change the browsing filter to show inactive values when needed.

The goal is to enable the option on the project list filter, to show projects with inactive data on a specific attribute.

we created a dynamic lookup with browsing option for active/inactive but couldn't set 'active' as a default to the browsing filter.

is that a possibility? Other approaches?

I do not think that can be done when it comes to a dynamic lookup. I am saying this on this assumption that the lookup values will be fetched with the help of a query and that result cannot vary from user to user. But let's still see if there is anyone who can confirm on this. I do not think it is possible.
