How can I add hyperlink or special characters in the IMSExceptions

Hi,

I need to add url hyperlink in the IMSExceptions.properties file.
I added this information into IMSExceptions.properties

3125=Please reset your password from <a href="https://hostname/iam/im/public/ca12/index.jsp?task.tag=ForgottenPasswordreset"\>Password Change Link</a>.

When I test it, I saw IDM display that url but it doesn't have url link.  

I checked the html source code and saw IDM converted that message to like this

Please reset your password from &lt;a href=&quot;https:&#47;&#47;hostname&#47;iam&#47;im&#47;public&#47;ca12&#47;index.jsp?task.tag=ForgottenPasswordreset&quot;&gt;Password Change Link&lt;&#47;a&gt;.

I just wondering is it possible to let IDM display special characters instead of its entity name.

Hyperlinks in messages are fixed in 14.3 CP1

CA Identity Manager does not render HTML tags properly here:
