Bulk Update Account info - Task show in progress

Hi Team,
Identity Suite 14.3 vapp. 
We submitted a huge number(1000+) of bulk task(to update AD account info) and at the same time execute some etautil update users .
Now the system show all the tasks in progress. The system seem to perform slow updating on AD & CA IM. 

But when i check the CPU on :
- Virtual appliance is low cpu usage.
- C++ Connector low cpu usage
- DB (MSSQL) low cpu usage.

How can i improve the performance of the CA IM system ?

Based on some old documentation, there is tuning guide as following. But i unable to set it on VAPP (bcos is harden machine), anyone can advice ?
