Identity Portal - Execution Plan Rules Expression

Hi Team,
CA Identity Suite 14.3 vapp.
In Execution plan, we can define Rules using Rules expression builder. In this tool, we can specify with Target Permission
then Name, Value & Type.

Q. When we specified Rule expression with Target Permission then Value = "Something". 
But then in any target permission items, the Value field is always blank.  
Can we specify/define Target permission value ?
