Hide some of the access from end user point of view

Hi, 

     I have a list of user request where they can request for an extra access which will shown with "+" sign and without "+"

For the "+" sign access, please refer to the following print screen 

For the without "+" sign access, please refer to the following print screen 

The reason some of the access are without "+" sign because there are no longer  open for the end user to request but there are some others user still assigned with these access. May i know is there any method to hide the access  without "+" sign under the application tab from end user but it must shown under current tab if that particular user had assigned with the access without "+" sign
