portal admin can add a "request scope" in the portal admin UI
Go to Identity Portal Admin UI --> Modules --> My Reqeusts --> request scope tab
click new
create a new request scope. I have one for "helpdesk" users only that shows all tasks submitted from 2010 on. Only those users who meet the profile rule are able to do the search.
