Understanding of CAPAM Load balancing

Hi ,

As we know CAPAM donot use the AWS load Balancing ,It uses only CAPAM own load balancer it is called VIP .

This the reason we have to create one extra EIP which will serve as VIP (Load Balancer) and it will not assign to any of the instance .

But my question is 

" Any reserved EIP not used is paid for. So this is pure cost for us. I'd like to understand what CAPAM do with this and I'd like to understand from CAPAM why they need us to eat this cost. I appreciate the answer is likely to be "because" .Could you please check and come back to us urgently
