ALERT! .NET 1.1 required for BOE 3.1

ALERT! Report server will fail to start if you uninstall or remove the msvcr71.dll.

To resolve, simply copy:the DLL from the install media: \CABI32-WINDOWS\Disk1\cabi\package\dbcheck\msvcr71.dll to C:\Windows\SysWOW64.
