I don't think there is a direct option to exclude IP Address range in a Search Criteria to create a Global Collection (GC) to not match IP Range.
The below mentioned 3 options will work depending on your requirement. I am just mentioning the process to exclude the given IP range. Please work on the search criteria to match other devices to be part of GC.
Option-1There should be a LAN container
172.17.103.0 that holds all the devices part of network range 172.17.103.0 to 172.17.103.255
1. Use the below condition in the Search Criteria along with the
search criteria to match remaining devices not part of 172.17.103.0 to 172.17.103.255 range. This will exclude all Devices that are containing 172.17.103.0 as container and match remaining devicesOption-21. Filter for
172.17.103.x range devices under all devices and update Notes to have some text that can be used in Search criteria (Ex: 172.17.103.x)
2. Use the below condition in the Search Criteria along with the search criteria to match remaining devices not part of 172.17.103.0 to 172.17.103.255 range.
This will exclude all Devices that are containing 172.17.103.x as Notes and match remaining devices
Option-3
1. Create a Global Collection "172.17.103.x Range" to include the devices part of 172.17.103.0 to 172.17.103.255 range
2. Now on the required GC, use the below condition in the Search Criteria along with the search criteria to match remaining devices not part of 172.17.103.0 to 172.17.103.255 range.
This will exclude all Devices that are containing 172.17.103.x as Notes and match remaining devices.
Might be there are other better options. Hope this helps.

Subject: Create Global Collection Excluding an IP Address Segment
Hello Guys.
We have a requirement to create a Global Collection on Spectrum that excludes all devices of an specific IP Address Segment. We need all devices BUT the ones belonging to 172.17.103.0 range.
Is there a way to do this on a Global collection.
Thanks in advanced!
