It would appear that way. You should be able to see something like this if it's a product the site you're logged in against is entitled to it.
Might want to reach out to the account management team for assistance.
Possible that reaching out to the support site support team might help. They may be able to confirm your entitlement. If so, they may find you should have access to that and might be able to resolve it.

Looks like that page needs to be updated to align with the new support site.
Log in to the support site at support.broadcom.com and select Enterprise Software.
Select Product Downloads.
Search for and select "System Performance for IM".
That should bring you to the r12.8 release downloads.
