This known issue is fixed in the CA Spectrum 10.3.2 release.
Did you add the
cisco_ssh_check=9K in the $SPECROOT/SS/.vnmrc file and restart the SpectroSERVER application?

Symptom: Cisco 9300 series devices are not placed in the ios-ssh family, even though the ssh is supported and k9 is enabled by default.
Resolution: Add cisco_ssh_check=9K in the <SPECROOT>/SS/.vnrmc file and restart the SpectroSERVER, to place the Cisco 9300 series devices in the correct device family.

Spectrum 10.3.2 incorrectly models Cisco 9300 switches as "Cisco IOS" instead of "Cisco IOS - SSH Capable"
That means that config captures are done using TFTP instead of SSH
On many devices this seems to fail unless you set a low "tftp blocksize" on the IOS device.
