I don't have any good answers for that one. The same URL works fine for me when I'm logged into the site. I use Chrome, which is what it appears you're using as well per that screen shot.
Is the Chrome browser used running the latest version?
Does it work better using a different browser?
Does it work different if tried on a different system if one is available to test with?
If you clear the cache in your browser and try again, does anything change?

Having a difficult time finding Knowledge Base Articles?
Is the main search field on the support site returning too many results, or results that don't appear applicable?
Try searching against the specific product involved to help limit the results.
Try these steps which have should return more applicable results.
- Log in to the support site at support.broadcom.com.
- Select Enterprise Software.
- Select Product Information.
- Select the related product to search against. For example depending on options presented:
- Searching for DX NetOps Performance Management? Try selecting one of these options.
- DX NetOps
- CA Performance Management - Usage and Administration".
- Searching for Spectrum? Try selecting one of these options.
- On the product page presented, use the Search field.
- It should state "Search <Product-Name>" indicating the search is within the specified product.
