We would like to know if there are any ways to make alarm notifier to call update or set script only when the occurrence count of any alarm increases and not for every status or troubleticket ID updates. We also have SANM with us.

Unfortunately I do not believe that is possible.
You need to use an Event Rate rule (Event Configuration->Event Rule->Event Rate) to generate a new Event type that will be picked up by SANM
