I don't know how i am getting interface down alerts after my device reboot...if the the alert is cleared manually the interface seems to up in table ...how to fix this?

What does the ifoper status of the interface show after the device down alarm is cleared? I believe device down alarm is followed by bad link alarms right?

Yes. But we need to find out why the operating protoccol is shown as down on the interface when the device down alarm is cleared on the parent model. Did you try to poll the mib for iftable to check the actual if oper status in the Mib? does that show down as well? If yes then there's the problem.
