Disabling the Specific Privilege in CA Spectrum

Dear All,

We are trying to restrict user to use "Model by IP" only while modelling the device.
We have disabled this particular privilege (Model by Type) by user while modelling.
Later user are able to model the device but are not able to create any container in Global Collection.

Kindly let us know is there any known cause for this situation. We just want to provide "Model by IP" to model the device.
Is there any other way we can achieve this?

Any help on this greatly is appreciated.
