In the preferences there is a control for managing the volume of program sounds, but the sounds themselves seem to be static. For me, at least, the regular message sound is too quiet for my liking. I've missed it many times. Has anyone found a way to edit the sounds?

Unfortunately not. Flowdock doesn't offer changing its sound themes. It only changes turning sounds on/off.
I'm assuming you're using Flowdock on Windows.
I don't think it can be accomplished with Windows either. Here is an article about customizing sounds with Windows 10. It allows creating additional sound themes, where you should be able to associate different sounds to the underlying windows events. However, this will not apply to Flowdock only, but apply to your Windows as a whole. It doesn't seem that Windows has a mechanism to allow different apps use different sounds for the same event, so if you created a theme and changed the relevant event sounds, it will apply to all your apps.
