Yes, they are in the ini, but I would believe they do not get written into it when you set them from the UI, because that's a non-persistent change. They get reset when the agent or process gets restartet. So I always assumed the ini part is a persistent, "always on" part and then there is a layer above, set from the UI, that is held either in the db or just in RAM.
On the reasoning: We want to make a monitoring system check that alerts us when anything has tracing enabled for a certain amount of time. We recently had an outage on one of the agents because someone (*cough* me) left a trace on for too long and filled up a hard disk. I know I can do a "rolling trace" but that's sort of a finicky band aid.
