Something must be wrong with my setup then. With the OneInstaller on Linux basicall "clicking through" with no special setup and the default Postgresql installation, I can see a UC user on the USR table but login to client 0 with the above is not possible (UC/UC password UC). I don't know whether the flag USR_AccessC0 is still something that is validated by the system, but for all users it was set to "0".
The WP Log tells me:
20190812/184217.854 - U00003234 Logon error: Access denied. (Connection='*CP001#00000016', host = 'localhost.localdomain')
20190812/184220.889 - U00011800 Disconnect User: Cannot find user '*CP001#00000016' in the table AKT-USER.
For successful login on client 100 with new user:
20190812/184343.426 - U00003205 Logon of ' ' ('AUTOMIC/AUTOMIC'), client: '0100' accepted by host 'localhost.localdomain'. Client version = '12.3.0+build.1560758283941', type='Java-API' (connection='*CP001#00000018').
I might try the java client to make sure that the AWI is not breaking anything inbetween.

After the installation of the AE 12.3 with the OneInstaller I was able to login to the initially created client (100), but not on client 0.
Is there any default user or postactivity necessary that is not documented? The created user did work on client 100 but not 0.
