REST-API slows because it's busy with messages that are not used by REST-API

I see this fix listed in the 12.3.6 Engine bug fixes PDF.

Question is, how do i know if i have this issue, i don't see references to ASYNCMSG in any logs. 

This information should be added to the bug fix info, or a link to a knowledge base article.

A problem has been fixed, where the REST-API got messages (KICK, ASYNCMSG) that were
not used, wich, in a large system, could slow down the whole system.
