I need a query that lists jobs that should have started but haven't started yet.

I think your stated requirements are too vague.  How would the database tell us when it "should have started"?

And I'm also curious what problem you are trying to solve.  There may be a better way to solve it.  For instance when we have important business processes that need to throw alarms if they are late, we schedule another workflow to run at the designated "late" time, check the process status (usually just a task precondition rule), and then take appropriate action.   The product also has a brand new SLA alert system for this purpose as well that is pretty robust.
