For a long time our Configuration tab has been just greyed out.
Following these steps did not resolve the issues:

Our setup is 2 servers at different data centers load balanced over F5. The database it at the same data center as node 1.
Sometimes the tab will show up after a reboot. This rare occurrence does not prefer a server or restart order.
This is prohibiting us from upgrading from 4.3.1 which will be EOL in March.
