Yes, the RBAC of the policy manager allows you to do, just this.
Each service/policy fragment/folder that gets created within the policy manager has a role that is assigned to it. The manage roles under the Tasks / Manage Roles allows you to set users or groups from within the internal or IDP (LDAP, AD, etc.) to assign the roles. We also have the ability to create a role for a specific reason. Granting the CRUD capability to each new role.
