If Broadcom responded that there was an issue which was found and fixed, my assumption would be that the release your 12.2.2* Agent is on is *not* on HF3. That said, I don't see 12.2.2 HF3 on the download center, but I do see 12.2.3. Support may be able to help obtain 12.2.2 HF3 as not all of the versions are kept on the download center (usually the most recent of the releases), especially if going to 12.2.3 is not an option for you.

File transfers are getting stuck in connecting state between win agent (12.2.3+build.1558154957665) and unix agent (12.2.2+build.1549050301200) when we contacted Broadcom got a reply that stated:

This was fixed with the Unix agent 12.2.3 and 12.2.2 HF3.
Filetransfer on Unix Agent doesn't work if any FileEvent is active.
A problem has been fixed where Filetransfer on Unix Agent did not work. It remained in connecting status, if a FileEvent was active.
