setup.bat worked fine

When I try to import ContentPackITILCASDM170PAMWF.xml (in the ..\files\workflow folder) into PAM, nothing is updated.

I looked at the ContentPackITILCASDM170PAMWF.xml file in a text editor and it does not contain XML !!

The contents of the file start out like this:
