Q: Will the Team Board be replacing the User Story Kanban?
A: Team Board and User Story Kanban are different. Team Board is specifically to each Rally project/team and can be customized to include Flow States to allow teams to work in a way that suits them best. User Story Kanban on other hand is a more generic tool that can aggregate few teams. I'm not certain why the ask is to replace one another. There's no need to replace, but user and his team or teams can choose whichever of them that fits best.
Q: Is there a permission for timebox admin? where it is located?
A: TimeBox Admin is a new role on the user similar to Planner and Investment Admin. A user who is a TimeBox Admin will be able to modify Name, Start Date and End Date of timeboxes in workspaces s/he has access to AND if they have been restricted for timebox administration. The TimeBox Admin checkbox is on the user details card when editing a user.
