APM 10.8 agents can connect to both, the DX SaaS or OnPremise suites. For older agents, you can use the Cloud Proxy which will forward through one point (IP) all agent metrics to the DX SaaS or your OnPremise deployment.
Note that DX APM stands for Application Performance Management, and it uses agents to monitor the applications from within.
Spectrum is a Network Management solution.
Spectrum can connect to DX Operational Observability OnPremise and DX Saas too. But the details on how it it does it has to be answered by one of our netops guys.
OnPrem Installation instructions can be found on our Tech Doc page - as a short hint: a kubernetes cluster requires at least 48cores, 256GB Ram and 1TB fast SSD storage. Depending on the amount of metrics, you may have to increase to a medium sized setup at least (Spectrum etc./DX Netops)
