To better assist you with your issue please open a Support case.
The issue could have a variety of different causes.
However, if I were to guess it would be that your Win 7 devices are limited to downloading content from Live Update and this stopped working because they don't have TLS 1.2 support.

If this is the case then you'll need to upgrade your OS to a version that supports TLS 1.2.

definition in win7, but can liveupdate in win10? Thanks.
