No, we are talking about a fresh installation.
The two packages (Java Runtime Environment version 17.0.10 and OpenWebStart version 1.8.0 ) was installed from zero, in a newly Windows 11 laptop (22H2 version).
There is only one Java runtime running, and the .jnlp icon is related to a current server version
(we have checked, is up to date).
We also checked the permissions on the C:\Users\JuniorA\.cache folder (setting to Everyone for test purposes, Total Control),
But no success.

Did this start occurring after an upgrade to OneClick where it was working before the upgrade?
If so, I recommend the following:
- On the OneClick system, check the $SPECROOT/tomcat/lib directory for older jar files that may be left over from the previous install. The date/time stamp should be the date/time of the upgrade. Look for older files. Also look for files with the same file name but different versions. If any are found, move them to a temp directory and retry.
- You stated "On desktop version, when we click on oneclick.jnlp icon (is the shortcut to call the system)". Is the oneclick.jnlp file from the previous install? If so, download a new oneclick.jnlp file from the upgrade.
If you are running multiple java version on the client, remove all versions of java and redownload and install the JRE and OpenWebStart that comes with Spectrum.

And we tried to uninstall everything and reinstall, unfortunately it does now work too.
