@Derwin Roland Unfortunately, there is no way to provide only View Only access to a dashboard explicitly. If the user you would like to provide access to is a Viewer or Editor in the project(s) that the dashboard is shared with, that would provide them the ability to view the dashboard without the ability to modify or share it.
With that said, you shouldn't be able to share dashboards in projects that you do not have project administrator permissions for. If you would like to share your dashboard outside your portfolio one option would be to have a person with permissions to share outside your portfolio make a copy of the dashboard and share it. That is not ideal, but it will help you maintain control over your original dashboard.

When I share the dashboard outside of my delivery stream/portfolio to another portfolio, I lose admin/edit privileges to the dashboard. Is this correct behavior?
