Security Right - Convert Idea to Project

Hopefully an easy question for this group:  which security right(s) are needed to convert an Idea to a Project?  We want to use an approval workflow to control conversion so we need to disable the right for (most) users to manually convert.

Hi Tom, in MUX, this is limited by the ability to create the target project or investment type along with permissions to financial plans and objects:
