Important: The minimum number of concurrent users must be 20."

There is no hard limit for number of users that can login to NFA console because it depends on resources available like CPU, RAM, I/O etc.
As NFA is 'database-heavy' application, assume x number of users say 10+ users already logged in and trying to run heavy/big 'Flow Forensic' report simultaneously then it would run complex SQL queries in DB which will consume resources in the system hence next user trying to login would observe minimal performance degradation.
Short answer for the ask is no hard-code concurrent login configured and it relays on architecture like standalone or distributed system also resource available.
