As the configuration of a hub is done at the client side (the client builds a permanent overlay tunnel to any site declared as) you simply have 3 different configurations to do.
On client sides specify both DC-VCEs as hub
On DC1- specify DC2-VCE as hub
(on DC2- specify DC1-VCE as hub ) <-- this is not really needed but as you do not know which comes up first I tend to do this one as well
But take care that if you have underlay DCI and overlay DCI the latter one will be preferred, and overlay tunnels need much more resources due to the CPU overhead for encryption and decryption and have a reduces MTU size as there are bigger tunnel headers
