  • 1.  License cost determination

    Posted Sep 30, 2025 09:56 AM

Our client is asking us to acquire a description of how the user's license type (e.g., Full, Restricted, Read-Only) is determined. What makes a user a full license holder? Further, whether the role or access level (e.g., admin vs non-admin) affects the license classification. I did not find any description from the documentation, any assistance would be appreciated.

    thanks,

    /Pekka

Hi Pekka, the first access right granted, which is linked to a higher license type, determines the overall user license level.

This may make some users "expensive", as they only use a fraction of the Clarity functionalities and also quite challenging governing the license count, especially when you distribute access rights based on variable set of rules, like with the new Business Rule functionality (e.g. a user is entered into the "Manager"-Attribute in the project and recieves all edit-rights to that project -> Full License).

You should have the "Rights by License Type | rightsbylicensetype" portlet, where you can review all rights and their license status. Please note: This may change, based on the used Clarity version. Broadcom did some adjustments with 16.1.1 and 16.2.3 (if I remember correctly). For example: With 16.2.3 creating and editing a Risk/Issue/Change is not a full license anymore, but a restricted one - this is highly appreciated by us :)

Worth mentioning: If a user is set to "lock" or "inactive", the license is not beeing counted (except the user has open actual transactions / an "active" timesheet).

Also you may find these pages helpful too:

    Kind regards

You can get the licenses requirements with the Rights and license information portlets if you put in the effort to use them for the rights that are within the rights administration. Collaboration and auto rights are not within rights administration. Neither are display conditions nor page level security, but they do not affect the license requirements. One of the findings is that the licenses requirement for instance and OBS rights might less than that for the respective global right. If you have to look at the license requirements frequently database queries or portlets are good for that.
In a portlet you just tick the rights and see what is the highest level of license required.

    Hi Pekka,

The license usage is determined by access rights granted to active users.  The Rights by License Type portlet on the License Information page in Clarity (Classic UI Admin menu) show the license type consumed by each access right.  You can filter the portlet by license type to see particular rights which consume each type of license.

The User Count by License Type portlet is helpful in maintaining the number of licenses consumed.  Each license type provides a drill-down list of users who are consuming each type and their last logged in date.  If a user is not logging in and is consuming a license, they may be a candidate for becoming locked or made inactive.  Licenses are used only by active users.  Also, if a user is consuming a Full license but, their work in Clarity only requires a Restricted or View Only license, they may be a candidate for a modification of their access rights.

Along with the great recommendations regarding the license portlets included in the product, take into account recent versions also take into account users with timesheets and posted transactions for license calculation,
