You can get the licenses requirements with the Rights and license information portlets if you put in the effort to use them for the rights that are within the rights administration. Collaboration and auto rights are not within rights administration. Neither are display conditions nor page level security, but they do not affect the license requirements. One of the findings is that the licenses requirement for instance and OBS rights might less than that for the respective global right. If you have to look at the license requirements frequently database queries or portlets are good for that.
In a portlet you just tick the rights and see what is the highest level of license required.

Hi Pekka, the first access right granted, which is linked to a higher license type, determines the overall user license level.
This may make some users "expensive", as they only use a fraction of the Clarity functionalities and also quite challenging governing the license count, especially when you distribute access rights based on variable set of rules, like with the new Business Rule functionality (e.g. a user is entered into the "Manager"-Attribute in the project and recieves all edit-rights to that project -> Full License).
You should have the "Rights by License Type | rightsbylicensetype" portlet, where you can review all rights and their license status. Please note: This may change, based on the used Clarity version. Broadcom did some adjustments with 16.1.1 and 16.2.3 (if I remember correctly). For example: With 16.2.3 creating and editing a Risk/Issue/Change is not a full license anymore, but a restricted one - this is highly appreciated by us :)
Worth mentioning: If a user is set to "lock" or "inactive", the license is not beeing counted (except the user has open actual transactions / an "active" timesheet).

Our client is asking us to acquire a description of how the user's license type (e.g., Full, Restricted, Read-Only) is determined. What makes a user a full license holder? Further, whether the role or access level (e.g., admin vs non-admin) affects the license classification. I did not find any description from the documentation, any assistance would be appreciated.
