Well, I would hate to state the obvious - it is up to you as to how you generate that seed file. The seed file just needs to be in the standard format so that it can be read in by the Portal/PM.
Therefore, I would probably ask as to what your data sources are that you are getting the details about the devices you want to discover. Instead of Python, you could use Perl or a shell script instead, in order to get things into some sort of order so that things can be consumed. The list needs to be a CSV file (usually containing just IP addresses of target devices).
The other option that you have is to use REST in order to perform the discovery. This is documented here:
