We will need some more information:

1. What is the CA SDM version and patch level?
2. Did Web Services ever work correctly before?  If so, any recent changes?
3. Do other SDM Tomcat functions, like export and attachments, work correctly?

Be advised that it might be best to troubleshoot this issue via a formal Broadcom Support Case.
