Grant edit privileges to admin team for all action items

We occasionally run in to issues where an assigned action item goes ignored or the employee leaves the company before taking action on an action item assigned to them. I'm looking for a way to grant edit/view rights for the action items (all of them) to the admin team.

There is no access rights for action items, so through security you can not grant global rights so an admin can approve other users action items.

before the user is going to be inactivated because he leaves the company, a proxy could be set for that user, so his action items get routed to the proxy user.

Is it possible to auto-approve action items assigned to a particular user?

Note though, the above does not cater for Action Items which are active.  These will have to be dealt with by the individual prior to them leaving, or, logging in with their account when they have left.

Alternatively, if the Action Item is coming from things like Risk/Issue Action Items, the PM can manually re-assign.

If the Action Item is coming from a Process, then consider modifying the Process  to include a 'PMO' approval path, so that it allows the PMO group to approve the action item if required.

But in an ideal world, as part of the individuals exit process, all outstanding items should be identified and dealt with prior to them leaving.
