Looking for information on how the "Locale" field is used under the user profile. Is this tied time zones in any way? I am also looking to see if we can add additional loactions to the displayed fields as an admin.
Agile Central offers the ability for users to see Agile Central and its information in the different languages and formatting appropriate for their locale. Specifically users can see words, search, see correct date and number formatting for their locale and can access help documentation in German, French or English (US). At this time it is not possible to add additional locales to a subscription.
The time zone is set by your workspace or subscription administrator.
In addition to that, if you did want to add additional locations in order to determine who is from where, you could certainly do that. This would be a custom field on the User object. This is functionality that was released late last year - here's the announcement: Product Announcement - User-Type Custom Fields
And here's the article on Custom Fields. In order to set a custom field on Users, you'd have to be a subscription administrator. Go to the Subscription settings, then Fields, then select User from the dropdown.
