What browser are you using?
I've seen this problem with Internet Explorer and even sometimes on Firefox
If you refresh the page, this often provides the extra two links - i.e. "download management" and "case management".
I find that Chrome is the most reliable browser to use when working on the CA Support page.
Also, check under "my account" - "profile". In the "CA Support" tab, check that you've got a correct site id. If not, you will need to follow Anthony's instructions above.
